JUDITH RINEARSON is an attorney who is a recognized authority in the laws of prepaid cards and emerging payment products. As a Partner at Bryan Cave LLP, Judie leads the firm’s Payments Group which covers the full gamut of payment products, from checks and money orders, to credit, debit, prepaid, mobile and virtual/crypto payments. With respect to prepaid payments, Judie advises both bank and non-bank clients in all aspects of launching and managing a range of open and closed loop prepaid products, covering all legal areas such as CFPB guidance, bank regulatory guidance, the “Durbin Amendment”, and FinCEN regulations as well as state consumer protection, money transmitter licensing, and abandoned property laws. In the area of emerging payments, she has spoken widely on regulatory issues, and advises clients on compliance related to mobile payments and applications, person-to-person payments as well as crypto currency businesses such as bitcoin exchanges and “miners.” She chairs the Government Relations Working Group for the Network Branded Prepaid Card Association, and was awarded an Industry Achievement award at the 2008 Prepaid Expo for her long support of the prepaid card industry. Judie is based in Bryan Cave’s New York office.
